George Beer is the founder of the Delaware Valley Development Company (DVDC). Since starting DVDC in 1999, Mr. Beer has overseen and provided leadership in all of the company’s real estate activities. Mr. Beer and DVDC also own and control Fairville Management Company, DVDC’s affiliate property management company, Delaware Valley Construction Company and Boss Builders, general contracting companies, and Boss Management Company, a commercial management company.<br><br> Prior to establishing DVDC, Mr. Beer worked in various capacities for a prominent Mid-Atlantic builder, including as Vice President-Director of Development and Finance. Previously he worked for Hunt Properties, Inc. in Dallas, Texas.<br><br> Early in Mr. Beer’s career he oversaw the development, construction and lease-up of over a million square feet of commercial and industrial space. He also asset managed a pension fund with real estate in 10 different states. Ultimately, Mr. Beer has developed and built housing communities containing over 6000 detached and attached homes. He has developed over 40 multifamily rental communities, many of which he still owns and which are managed by Fairville Management Company. <br><br> Mr. Beer is currently the longest serving board member at the New Castle County affiliate of Habitat for Humanity as well as a board member of the Wilmington Leadership Alliance, and the Wilmington Urban Bike Project. He has served as a board member of West End Neighborhood House, board member and officer of Cornerstone West, board member and officer of the Darlington Fine Arts Center, and as a former Member and Vice Chair of the Pennsbury Township Planning Commission. He has also taught graduate courses in the development and finance of affordable housing through the University of Delaware’s School of Public Policy and Administration as well as undergraduate courses in the School of Business at the University of Delaware. <br><br> Mr. Beer was educated at Virginia Polytechnic Institute and State University where he earned a Bachelor of Science degree in Civil Engineering. He also holds a Master of Business Administration degree and a Master of Science degree in Real Estate and Urban Land Economics from Southern Methodist University in Dallas, Texas as well as a Master of Engineering from the University of Texas in Austin, Texas. Mr. Beer is a licensed real estate broker in Delaware and Pennsylvania. -

Mr. Glenn S. Worgan has been active in the real estate industry since 1993, primarily in the development of affordable apartment communities. Mr. Worgan’s expertise is in project management, specifically the structuring of multiple source financing, acquisition, land development, and coordination of development team members. He has extensive experience in developing affordable housing utilizing local, state and federal programs, including, but not limited to, Low-Income Housing Tax Credit, Historic Tax Credit, HOME, CDBG, FAF (McKinney), HOPE VI, Mixed Finance, tax exempt bonds, Federal Home Loan Bank Affordable Housing Program, and various forms of county and city funding. <br><br> Mr. Worgan joined Delaware Valley Development Company as a principal in March 2006. In that capacity, he is responsible for leading the affordable housing division of the company. <br><br> Prior to joining Delaware Valley Development Company, Mr. Worgan was employed by a national affordable housing development company, where he was employed for eight years and was a key contributor during a major growth period. During this time, Mr. Worgan was a project manager responsible for managing several development types and tenures including Mixed Finance/HOPE VI, historic rehabilitation, new construction, senior, family, and special needs housing, for rent and sale. Mr. Worgan was the project manager of over two-dozen developments totaling approximately 1,400 units and $300 million in total development costs. <br><br> Mr. Worgan’s other relevant experience includes consulting to the Housing Authority of the City of Pittsburgh, during which he was responsible for implementing a HOPE VI mixed-finance and mixed-income public housing redevelopment. Additionally, Mr. Worgan previously served as Project Manager for Orens Building & Development, Inc., located in Philadelphia, PA. and was employed as a Senior Financial Analyst at Fidelity Bank, N.A. of Philadelphia, PA. -

Eden Roberts began her work with Delaware Valley Development Company in 2011, as a part time project manager while she was completing her law degree. After graduation, Mrs. Roberts continued her employment with DVDC in an expanded role. Mrs. Roberts' current responsibilities focus on the identification and evaluation of potential development sites, ushering projects through the municipal entitlement process, and securing federal, state, and county funding. She is a facilitator for the different members of the development team and works closely with state, county, and municipal development entities. Since joining DVDC, Mrs. Roberts has assisted in the development of more than 14 affordable communities totaling 850+ units throughout Delaware, Maryland, and Pennsylvania.<br><br> Mrs. Roberts received her Bachelor of Arts from the Johns Hopkins University in 2010. At graduation she was awarded University Honors, Honors within the History Department, and was selected as Greek Woman of the Year. In 2014 she graduated Cum Laude with a Juris Doctorate from the University of Maryland. Most recently, in 2019 Mrs. Roberts completed the MIT Professional Certificate Program in Real Estate Finance & Development. -

Mr. Ryan Bennett joined DVDC as the Chief Financial Officer of DVDC and DVDC’s sister management company, Fairville Management Company, in 2018. In this position, Mr. Bennett is responsible for the overall financial strategy and direction at DVDC as well as human resources. Within finance, Mr. Bennett is heavily involved in the construction phase of DVDC’s development projects. This requires him to coordinate with a wide array of team members, including architects, engineers, environmental and general contractors, and each state’s housing or community development departments. Mr. Bennett also plays a key role in transitioning projects from the construction phase to the operational phase until each project is fully occupied.<br><br> Within Fairville, Mr. Bennett oversees a team of accountants to ensure the overall operating health of the properties. He performs financial planning and analysis and performs extensive procedures to maximize and generate cash flow for each development.<br><br> Prior to joining DVDC, Mr. Bennett served as a Senior Tax Accountant for Stephano Slack, LLC. While there, Mr. Bennett prepared corporate tax returns and performed in-depth financial analyses for his clients. Mr. Bennett has experience auditing and preparing tax returns for Low Income Housing Tax Credit properties and has served as an accountant for a large, global, privately-owned company. <br><br> Mr. Bennett received a Bachelor of Science in Accounting from The Pennsylvania State University and a Master of Science in Accounting from the University of Delaware. He is a Delaware Certified Public Accountant and Certified Valuation Analyst. -

Anthony J. deFiore joined Delaware Valley Development Company as a Project Manager in 2023. Mr deFiore is responsible for assisting with new developments during all stages: acquisitions, budgeting, securing funding, entitlements, and construction.<br><br> Prior to joining DVDC, Mr. deFiore was a Land Acquisitioner for the Delaware and Maryland division of D.R. Horton, a national homebuilder. While there, he was responsible for maintaining relationships with land developers, brokers, and landowners. He sourced and analyzed new land opportunities, negotiated with sellers, created financial models for potential developments, initiated due diligence tasks, and saw acquisitions through to closing. Before this position, Mr. deFiore worked as a Legislative Aide with the New Castle County Council from 2012-2021 and was responsible for overseeing the day-to-day operations of the Councilmember’s office, researching and drafting legislation, facilitating community outreach efforts for new land developments, and was a staff member for the Land Use and Economic Development committees.<br><br> Mr. deFiore received his Bachelor of Arts in Political Science from the University of Delaware in 2014. He is a member of the Supervisory Committee of the Community Powered Federal Credit Union. -

Allison Clark is the Closing Coordinator of Special Projects and Assistant to the Chief Financial Officer for The Delaware Valley Development Company (DVDC). Since joining the DVDC team in 2003 she has been actively involved in the closing of every Low-Income Housing Tax Credit project undertaken by DVDC across Delaware, Maryland, and Pennsylvania.<br><br> Mrs. Clark follows each project from acquisition to Placed In Service. This includes processing 8609’s and the required Placed In Service Packages for DSHA, DHCD and PHFA. Mrs. Clark’s responsibilities include compiling due diligence documentation required by the project’s financial and governmental institutions for acquisition, construction and permanent loan closings.<br><br> Mrs. Clark's role in assisting the Chief Financial Officer involves a range of responsibilities within the realm of accounting. This includes managing accounts payable, which involves overseeing the company's outgoing payments to suppliers, vendors, and other creditors, and various other tasks such as invoicing, tracking payments, online system management of payments and account reconciliations. Overall, Mrs. Clark plays a crucial supportive role in maintaining the financial health of the company by efficiently managing both the payable and receivable aspects of its finances, under the guidance and supervision of the Chief Financial Officer.
