West Center Village was an acquisition and substantial rehabilitation of a scattered site 55-unit Project-Based Section 8 assisted family community in the West Center City neighborhood of Wilmington, Delaware. With an award of 2009 Low Income Housing Tax Credits from the DSHA, DSHA HDF loan, City of Wilmington HOME funds, a private loan through WSFS and DCIC, and Section 1602 funds, DVDC acquired portions of an existing scattered site project, as well as vacant sites from Interfaith and the Wilmington Housing Authority. The development includes a mix of rehabilitation and new construction on vacant lots in the core of the community and will also provide for a new construction community center with management space and resident community space and programming. Residents were relocated through a rolling rehabilitation and rehousing program.
